The Neutral Zone came from a local citizen's desire to bring a new kind of year-round fun to Rexburg and the surrounding area. Ice rinks have always been a staple of family fun in Rexburg, but they have always been limited to the wintertime.

The citizen approached the City of Rexburg with an opportunity for a public-private partnership. The City provided the space at Riverside Park, and they would provide the capital and management of the facility. It was agreed that the City would acquire ownership of the building after a maximum of 25 years. It was opened in October 2025. Popularity grew, especially with the installation of Rexburg's holiday event at Riverside Park. Shortly thereafter, the citizen gifted the City with the remainder of the facility.

In hockey, the neutral zone is the term used for the center of the ice where both teams have equal holding of the ice. This effort aims to bring "America's Family Community" together in a place where "everyone is welcome on the ice." This rink will bring the community free skate, figure skating, hockey leagues, and more. There is something here for everyone!
