We heard residents' concerns over the cost of the bond. By reducing the project scope, we lowered the estimated property tax impact. The May bond proposal has a $3,285,138 lower cost than the November bond proposal. By making changes to the bond plan, voters can consider a proposal that better addresses residents' concerns.

During our January survey about the Police Station Bond, we heard that budget is a top concern for many in our community.
Rexburg’s financial information is publicly available, including details about property taxes at rexburg.org/o/cor/page/financial-reports

Different services in our community are funded by different entities. That’s why they are voted on and managed separately. A few important clarifications:
→ City and county funding are separate from school and other district funding.
→ City funding is separate from county funding.
→ The City doesn't (and legally can't) allocate funds to other taxing entities like the library or cemetery.

For residents in the City of Rexburg, property taxes are allocated as follows:
→ 30.8% goes to the City
→ 45.9% goes to Madison County
→ 18.3% goes to the School District
→ The remaining portion supports other taxing bodies like the library and cemetery

How does Rexburg compare?
This graph shows how Rexburg’s property tax levies compare to other university cities in Idaho and the region.
→ Blue represents the City portion
→ Red represents other taxing entities

We’ve heard questions and concerns about the location selected for the proposed police station, and we want to share more about how that decision was made.
City and Police leadership worked together to evaluate multiple potential sites across Rexburg, including downtown locations and areas such as Airport Road. Each option was carefully considered for cost, accessibility, response times, and long-term service to the community. Some locations were ultimately ruled out due to limitations that could impact public safety - for example, restricted access points that could affect emergency response.
The Pioneer Road site was selected because it allows for better accessibility, supports efficient response across the community, and significantly reduces overall project cost compared to other options. This site has already been purchased using funds the City set aside in prior years specifically for a future police facility.

The process for a new Rexburg Police Station has been years in the making, and decisions like site selection involve many factors. Our goal is to provide clear, transparent information about how those decisions were made.

Rexburg’s current police station no longer meets today’s modern policing needs.

Based on the City’s research, a remodel could not correct current facility inadequacies, including security & safety, space constraints, evidence storage risks, shared-building concerns, and parking limitations.

A new facility is presented as the alternative that addresses those issues comprehensively.

The current police station imposes real constraints on modern policing: confidential interactions with the public and victims, secure evidence handling, and day-to-day operational capabilities are strained by a lack of usable space. Our community is growing, and we are too! We’re in a rough spot, like a kid that needs a bigger bed; we’re outgrowing our space. The current station does not meet modern operational needs for space, technology, secure evidence handling, or private/confidential interactions with the public. We want to prioritize keeping our community safe, but we need some more space to do it. That’s why we’re proposing a bond for a new facility.

Spotlight on Property Taxes: Where do my property taxes go?
Spotlight on Property Taxes: Property values are determined by the county tax assessor. They’re based on: Your property's assessed value & Budgets of local taxing districts to provide community services
Spotlight on Property Taxes: Idaho law limits how much property tax revenue can increase each year to 3%. This is designed to cover: • Inflation • Ongoing services • Smaller capital needs Thus, Idaho Law allows for separate funding sources for large projects, like new facilities or major infrastructure updates. These funds can include: Voter-approved bonds Levies Local Improvement Districts (LIDs) Idaho State Law (Idaho Code 63-802) legislature.idaho.gov/statutesrules/idstat/title63/t63ch8/sect63-802
Spotlight on Property Taxes: For Rexburg City residents, Property taxes are divided between several local taxing districts, including: Madison County - 45.9% Cities (like Rexburg) - 30.8% Madison School District - 18.3% Library District - 4.6% Cemetery - 0.3% Idaho State Law (Idaho Code 63-802) legislature.idaho.gov/statutesrules/idstat/title63/t63ch8/sect63-802
Spotlight on Property Taxes: How are my property taxes divided? As Rexburg is in Madison County, city residents pay a portion of taxes to both the city and the county. Tax bills are paid directly to Madison County, and the funds are distributed appropriately. rexburg.org/o/cor/page/property-taxes
Spotlight on Property Taxes: How does the City spend the taxes? The City of Rexburg uses property tax funds for Police, Fire, and Parks & Recreation. rexburg.org/o/cor/page/property-taxes
Spotlight on Property Taxes: What is the Police Budget used for? The Police Department accounts for 7.34% ($8.17 million) of the City’s total annual budget. Property taxes account for about half of this amount. This budget funds: 48 full-time Police officers and staff Operational costs like: Vehicle service equipment Radios & communication needs Computer & reporting systems Safety equipment Training rexburg.org/o/cor/page/budget-reports

We’d like to thank our community for participating in last month’s survey about the RPD bond. Based on the survey results, we made changes to our bond plan that we’re excited to share with you. We look forward to working on this project together to continue making Rexburg the safest city in Idaho.
